Marianne van Leeuwen explores the likelihood, possible motivations and circumstances of terrorist use of unconventional (NBC) weapons. Many aspects of this issue remain very uncertain. The use of such weapons fits logically in the thinking of performers of catastrophic terrorism, but there may still be notable technical and motivational impediments. Governments and certain industries do wise to take the risks very seriously indeed, to take preventive measures and to prepare for contingency plans should unconventional attacks take place in spite of preventive measures. However, the risks should not be overemphasized as that may well lead to a crying wolf effect.
