Jan Hoekema stipulates that, while the Prague NATO Summit appears to be a success, NATO itself might face a serious challenge of becoming irrelevant. If only military reform would be pursued, NATO might find itself in need of new missions, because the United States are likely to pursue their own goals, including the war against international terrorism, outside NATO. In the short run, remedies might be an intensification of the political dialogue in NATO and a more profiled and elaborated military position of the European Union, including a strategie concept for ESDP. In the long run, NATO might evolve towards an arrangement for cooperative security, under Chapter VIII of the UN Charter, of the entire Euro-Atlantic community
