André Dellevoet reviews the international and national environments enabling the economic development of Sub-Sahara Africa by critically assessing some of the main elements such as trade, foreign direct investments (FDI) and aid as well as democratization and economic growth. The author concludes that, on the whole, these elements offer little perspective for Africa's development. He then takes a look at the level of the private sector in Sub-Sahara Africa and the role of FDI. Referring, in particular, to Dutch development policy, he argues that a bigger and more positive impact on development can be achieved if Official Development Cooperation would focus more on forging business-to-business relationships between private enterprises in the Netherlands and their partners in Africa.
