Dennis Broeders and Monika Sie Dhian Ho discuss the challenges and opportunities for the relatively young EU cooperation in the field of Justice and Home Affairs (JHA) in the context of the coming Eastern enlargement of the EU. Specific characteristics of JHA make that the adoption and implementation of the acquis in this policy-area, as well as effective and legitimate governance after enlargement merit special attention.
