Louk Box addresses the question of how the effectiveness of international (development) co-operation can be proven. Under increasing public pressure donors have to make their case. The Netherlands government has published a quantitative assessment over the year 2004 in which it argues its proven effectiveness in its contributions to achieving the Millennium Development Goals. These goals affect donor and recipient countries increasingly, yet the question can be raised if they lead to greater effectiveness, coherence and co-ordination. On the basis of the 2004 Report, lessons are drawn with regard to sense and nonsense of following the Millennium Development Goals.
