Ulrik Lenaerts elaborates on the negotiations in the various European institutions which resulted in a political agreement on REACH, the Registration, Evaluation and Authorisation of Chemicals. These negotiations, the author states, have been the most complex and polemic in the recent history of European environmental policy. Although in the early summer of 2005 a breakthrough in the negotiations seemed impossible, it was the British EU Presidency which managed to broker an agreement which was signed at December 13, 2005.
