Edith Drieskens, Myriam Martins Gistelinck and Bart Kerremans deal with the election of Panama as non-permanent member of the United Nations Security Council from 2007 onwards. This was a big surprise since Venezuela and Guatemala were the initial favourites for this position. The anti-American stance of Venezuelan president Hugo Chavez and the active role the Bush administration played in the pro-Guatemala campaign resulted in circumventing both states and in the choice by the Group of Latin American and Caribbean Countries for Panama as its representative.
