NATO Secretary General, Jaap de Hoop Scheffer suggests that the Alliance's 60th anniversary Summit is the ideal moment to initiate work on a new Alliance Strategic Concept. He argues that a new Strategic Concept would provide the opportunity to: explain where NATO can add value in dealing with security challenges; provide an updated definition of the Alliance's 'solidarity clause' in light of challenges such as terrorism, energy security, cyber attacks, and climate change; explain how NATO can co-operate with other international organizations to apply the necessary civilian and military means in a coordinated manner; address the balance between capabilities for collective territorial defence and for NATO's new missions; signal clearly that the enlargement process will continue; identify how to give further impetus to NATO's relationship with Russia; and promote the Alliance as the forum for security consultations between all Allies - North American and European.
